Jakarta City Council's Commission E Secretary, Justin Adrian proposes additional criteria for social assistance recipients. The criteria is recipient must have Jakarta ID card for at least five years.

Justin said many newcomers are applying social assistance program by using the Jakarta residents Family Card. In fact, there are many Jakarta residents who are not registered as social assistance recipients.

"Many native residents or have lived in Jakarta for a long time who do not receive social assistance because of this case," he said, Wednesday (11/20).

Justin explained this mechanism has been implemented by Jakarta Provincial Government in renting Rusunawa. The policy is taken to prioritize the Jakarta residents welfare.

He added that the low-income criteria is not only the benchmark for distributing assistance.

"Government must make sure that the assistance is distributed fairly," he added.

Justin requested Jakarta Provincial Government to optimize factual verification for social assistance recipients.

"We want the social assistance is distributed precisely on target," he continued.

Newcomers who come and find a job in Jakarta also give impact on job competition and spatial planning changes.
